A suspicious station on the Gulf Coast

Our story begins:

Hurricane Leyla was stronger than expected. The forecasters think a sudden drop in sea level (corresponding to a loss of ocean heat) was responsible for the forecast error.

Oceanographers and the satellite sea level team suspect that something is wrong with the sea level data in the Gulf of Mexico!

Is someone messing with CalSea, the new altimeter launched by the California/France partnership?

There's a building in a conservation area near the Gulf with an armed guard -- that can't be legal! A coincidence?

That truck parked alongside! Isn't "FOSL" the acronym for an oil company? Federation of Oil Suppliers, LTD?
