Why are forecasts from ECMWF better than those from the U.S. centers?

In our story we use the fictional "Vancouver Forecast Centre" as a proxy for ECMWF, because it fits with the Pacifica secession storyline. We dramatize the impact of budget cuts using satellite sabotage in place of the slow drain of resources from budget cuts.
